Noise, music and working in shared space
Speech is the specific problem rather than volume, which explains why open offices are worse than building sites and why some music helps.

Most advice about working environments treats noise as a single quantity measured in decibels. The research points somewhere more specific.
Speech is the problem
The best-documented finding in this area is the irrelevant speech effect: background speech impairs performance on tasks involving verbal working memory, and it does so at volumes far below anything that would be called loud.
Meaningless sound of the same intensity produces much smaller effects. What matters is that the sound contains changing, structured information rather than that it is intense.
Comprehensibility matters too. Speech in a language you understand is more disruptive than speech in one you do not, and speech at the level where you can almost but not quite make it out appears to be the worst case of all.
Which explains the common observation that a café is easier to work in than an office. The café is louder and its conversations are further away, overlapping, and not about you.
Why open-plan offices perform badly
The evidence here is reasonably consistent and inconvenient for a great deal of office design.
Studies moving organisations from cellular to open layouts have generally found reduced satisfaction, increased distraction, and in one widely cited case a substantial fall in face-to-face interaction alongside a rise in electronic messaging — the opposite of the stated intention.
The proposed explanation is that people compensate for lost privacy by withdrawing: headphones on, conversations moved to chat, availability signalled off.
There are counterweights. Open layouts are cheaper, easier to reconfigure, and better for some kinds of coordination-heavy work. The honest summary is that they trade individual concentration for cost and flexibility, and that the trade is rarely stated as a trade.
The music question
Frequently asked and reasonably well studied, with a result that depends on the task.
Music with lyrics tends to impair reading, writing and anything else loading verbal processing, for the same reason background speech does — it is speech.
Instrumental music has smaller and more variable effects, and for repetitive or physically routine work it is frequently associated with better mood and comparable or improved performance.
Familiarity cuts both ways. Familiar music demands less attention and is less disruptive; it is also less engaging, which is sometimes the point.
The claims that a particular composer improves general cognition have not held up. The original finding involved a brief, small effect on one spatial task, and the popular version of it was an extrapolation that the researchers did not make.
The reasonable position: instrumental or familiar music for routine work, silence or non-verbal masking for anything involving language, and individual variation large enough that your own experience is better evidence than any average.
Masking rather than blocking
The practical approach, since eliminating sound is rarely available.
Broadband noise — the various colours of noise, rain, or similar continuous sound — works by reducing the intelligibility of speech rather than by reducing volume.
That is why a fan can be more effective than a closed door: it is not making things quieter, it is making the speech unresolvable.
Noise-cancelling headphones perform well on low-frequency continuous sound — traffic, ventilation, engines — and much less well on speech, which sits in frequencies the technology handles poorly.
Which is worth knowing before spending on them for the wrong problem. Against an open-plan office, cancelling plus masking sound works considerably better than cancelling alone.
What else can be arranged
Position matters more than most people try. Facing away from movement, sitting at the edge of a space rather than in a thoroughfare, and putting a physical barrier between yourself and the nearest conversation all help measurably.
Timing matters more still. An hour before the space fills is worth more than any equipment.
And the social layer does real work: an agreed signal that someone is not available, respected by colleagues, removes the interruptions that no amount of sound management addresses.
Individual variation
Larger here than in most of the topics on this site.
People differ substantially in how much background sound disrupts them, with introversion and some measures of working memory capacity associated with greater sensitivity in parts of the literature.
Which means blanket office policies will suit some people well and others badly, and that the reasonable design is choice rather than a single correct answer.
For an individual, the useful conclusion is to test rather than assume: the same person can be certain that music helps and measurably worse at a language task with it on.
