Working memory is the actual constraint
The number of things you can hold in mind at once is small and fixed, and most productivity advice is really about not exceeding it.

A great deal of advice about focus and organisation is addressing one underlying constraint, and naming it makes the advice cohere.
The capacity
Working memory holds information temporarily while it is being used. Its capacity is limited, and the limit is much lower than intuition suggests.
The famous estimate of around seven items has been revised downward by later work, with several researchers arguing for something closer to four chunks for genuinely independent items.
The exact number depends on the material and on how it can be grouped, and the important point is that it is small and does not increase with effort or training in any general way.
Attempts to train working memory capacity have produced improvements on the trained task with poor transfer to anything else — one of the more consistent negative findings in cognitive training research.
Why this explains so much
Interruption costs. An interruption clears working memory. Resuming requires reconstructing the contents, which is why the cost far exceeds the duration.
Multitasking failures. Two tasks both requiring working memory cannot proceed together, because there is one limited store.
Why complex problems need long blocks. Some problems require holding several elements simultaneously, and if the block is short the assembly never completes.
Why writing things down works. Externalising removes items from the limited store, freeing capacity for processing rather than holding.
Why stress degrades thinking. Worry occupies working memory, which is why anxiety impairs performance on demanding tasks specifically.
The intervention of writing down worries before a task, which has been found to improve performance under pressure, works by exactly this route.
Externalising
The single most useful practical response.
Anything held in mind that could be written down is occupying capacity for no reason.
This is the actual argument for the capture habit in productivity systems, and it is stronger than the usual framing about not forgetting things.
Practically: a place to put incoming thoughts, reviewed later, so that the mind is not maintaining a list.
Studies on unfinished tasks suggest that intentions occupy attention until either completed or planned, and that writing a specific plan reduces the intrusion substantially.
Which means the note does not need to be acted on to free the capacity. It needs to be trusted.
Chunking
The other route around the limit.
Capacity is measured in chunks rather than in raw items, and expertise largely consists of having built larger chunks.
A novice sees a chess position as many individual pieces; an expert sees a small number of familiar configurations. The capacity is the same and the information held is far greater.
This is why domain knowledge produces apparent increases in mental capacity, and why the same complex task is exhausting for a beginner and comfortable for someone experienced.
It also means the route to handling complexity is learning the domain rather than training the capacity.
Designing around it
Reduce simultaneous items. One task, one document, one window.
Write the state down. When interrupted, note where you were. When stopping, note the resumption point.
Use external structure. A checklist removes the need to hold a sequence. A template removes the need to hold a format.
Checklists in aviation and surgery work precisely because they externalise items that would otherwise compete for capacity under pressure.
Sequence rather than parallelise. Finish one thing.
Reduce ambient load. Notifications, visible unrelated work, and background noise all consume capacity that is then unavailable.
The individual differences point
Worth noting, carefully.
Working memory capacity varies between individuals and correlates with measures of reasoning ability. It is also affected by sleep, stress, anxiety, and by conditions including attention deficit disorders.
Which means someone struggling with a task that others handle comfortably may be operating with less available capacity rather than less effort, and the useful response is more externalisation rather than more resolve.
For anyone whose difficulty with attention and organisation is persistent, longstanding and affecting daily functioning, that is worth discussing with a clinician rather than treating as a productivity problem.
